Minister Mahat presents principle and priority of upcoming budget programme
Kathmandu, July 1: Minister for Finance, Dr Ram Sharan Mahat, has said that the principle and priority of the upcoming budget are the new constitution, peace and good governance as well as the post-earthquake reconstruction and rehabilitation.
Presenting a proposal in today's meeting of the Legislature-Parliament for holding discussion about the pre-budget programme regarding the principle and priority (except tax proposal) of the fiscal year 2072/73 BS, Minister Mahat said that the government’s activities and works would be made responsible, cultural heritages would be made quake-resistant and human resources developed for the disaster management.
He further said that local bodies election would be held soon, resource would be distributed at new municipalities and fiscal balance would be maintained by mobilizing external resources.
The Finance Minister said necessary budget would be arranged to promulgate the new constitution and to complete the peace process.
On the occasion, he clarified that the budget would give continuity to policy and law reform programme that take action against those for being failure to spend budget after taking it, creating investment-friendly environment, increasing foreign financial assistance for reconstruction, among others.
Minister Mahat also stressed the need of making the economy dynamic by reconstructing the country after mobilizing the financial aid received in the International Conference on Nepal's Reconstruction held on June 25 and internal resources.
He further said that it was necessary to reform public organisation, to use the movable and immovable of the closed orgnaisations for the public interest as well guaranteeing the subsidized loan announced for quake survivors.
Attention would be paid to formulate a concrete action plan to lessen trade deficit of the country, to establish a political system not allowing vacant at local bodies, to complete the energy development projects on time, to mobilize diplomatic mission for tourism promotion and developing human resources by creating opportunity of employment after stopping youth going for overseas employment, added Minister Mahat.
The Finance Minister said that developing integrated settlement, reconstruction of damaged physical infrastructures, increasing quality of public service broadcasting and decreasing ration of population below the poverty are also the priority of the next budget.
